How To Install Android 4.3 for Nexus 7 [OTA JWR66V build]
Google has announced the second-generation Nexus 7 running Android 4.3, so can original ASUS Nexus 7 be forgotten? It does not really mean that, Nexus devices are known to receive quick updates and it’s happing to current Nexus devices again including the original Nexus 7 variant. Nexus 7 is receiving the Android 4.3 OTA JWR66V build officially that will give you great experience with remarkable features such as restricted profile to manage many accounts with one, Bluetooth Smart, OpenGL ES 3.0, background Wi-Fi location, you can disable apps tab ability, Virtual surround sound and much more.
You can get it from Setting>About device officially but in case you cannot do so due to any reason, there’s nothing to worry. Simply download and install Android 4.3 OTA JWR66V build on Nexus 7 manually.
Make sure you have Windows computer with ABD drivers installed and your Nexus 7 own an unlocked bootloader, you can install drivers here and unlock bootloader here. Make a backup of your device data such as SMS, internet setting, contacts music files etc because the below procedure may wipe data, you can sync your contacts with Gmail account and for messages use SMS apps, lastly use the carbon Android app to backup apps and data.

Step #1: Download Android 4.3 factory image for Nexus 7 from here. (It’s Nexus 7 Android 4.3 OTA Jelly BeanJWR66V build).
Step #2: Unzip the downloaded file into a folder.
Step #3: Plug your Nexus 7 to PC using a USB cable.
Step #4: Open up command prompt (you can find it from Start menu>programs>accessories).
Step #5: Type following command and press enter:
Step #6: Reboot your phone into fastboot mode with following command:
Step #7: Navigate to folder where you’ve unzipped the downloaded Android 4.3 Jelly Bean update in command prompt with commands such as C:\update.
Step #8: Enter following command to start Nexus 7 Android 4.3 update installation:
Step #9: Wait until installation is done.
